Situation:

- Club enrollment has continued to steadily decline over the last three years (20 years).

- Clientèle have an increasing interest in short-term involvement.

- Lack of desire to start new 4-H Clubs.

- Need defined roles for club managers when sharing responsibilities.

- Desire for greater flexibility in counties (offer clubs that work for clientèle).

- Program is currently attracting young yoiuth, not high school age youth.
